Post Go-Live Update: City of Redding Implemented the Bid-to-Bill PRSC EIM (Merchant) Functionality in the Power Settlements SettleCore Solution


Glendora, California – The City of Redding (“REU”) successfully implemented the Power Settlements (“PSCS”) comprehensive suite of front-office products, including SettleCore ISO Bidding, ISO Scheduling, Trade Capture, Etagging and Delivery/Position Management modules, and Visual Analytics and back-office Settlements modules, in the CAISO’s Western EIM on March 25, 2021. In the Western Energy Imbalance Market (“EIM”), REU utilizes SettleCore for their PRSC (merchant) bidding and scheduling submittals, analytics, and settlement functions. Seattle City Light (SCL) Implements Power Settlements for CAISO EIM Analytics, Real-Time P&L, and Verification of EIM Benefits

Seattle City Light (“SCL”), a publicly owned utility with a portfolio of over 2,000 megawatts of generation, has implemented the Power Settlements’ SettleCore Visual Analytics Module for real-time profit and loss (“PNL”) reporting and post-analytics of both individual plants and a portfolio view. Visual Analytics allows SCL to analyze CAISO Energy Imbalance Market (“EIM”) and internal data including base schedules, 15-minute market schedules, real-time dispatch, meter, imbalance energy deviations, LMPs, generation cost pricing, and profits and losses in a single graphical interface. This out-of-the-box module also includes the EIM Benefits counterfactual shadow calculation to compare to the CAISO’s published EIM Benefits numbers. SCL uses the SettleCore – Settlements Analyzer Module for drilling into the CAISO-published settlement statements, billing determinants, and invoices and to analyze differences between settlement statement versions.

The SettleCore Visual Analytics Module is a dashboard that displays the customer’s EIM PNL and dispatch data components in a single screen, for analysis of either the current day’s real-time data or historical days (post-analytics). This module graphically displays the EIM’s many data sources, including ADS, BSAP, CMRI, Master File, OASIS, OMS, and SIBR data in a single screen. The customer’s internal PI or SCADA meter data is imported to enable the near real-time display of imbalance energy (uninstructed deviations), and a calculation of the customer’s PNL in the EIM.

SMUD Implements Power Settlements for Western EIM Analytics, Shadow Settlements, Allocations, and Reporting

Sacramento Municipal Utility District (“SMUD”), a utility serving approximately 1.5 million customers, has been a customer of Power Settlements since 2009, and has implemented the Power Settlements SettleCore system for their EIM go-live in April 2019. SMUD utilizes the SettleCore system for their front-office and back-office analytics and their CAISO EIM settlement operations, including: real-time and post analytics, including PNL and imbalance energy analysis; pre-settlements and shadow settlements, the shadow calculation of counterfactual EIM Benefits to compare to the CAISO’s published EIM Benefits numbers; and the ability to extract 100% of their CAISO-published EIM data.

The SettleCore system is used to download all merchant and transmission entity (PRSC and EESC) published CAISO data sources (bids/offers, CAISO market awards, prices, unit outages, meter data, settlement statements and invoices, etc.), to view and extract all data, to perform pre-settlements estimates as early as one day after the trade date (T+1), to compare shadow settlement estimates to the CAISO-published settlement statements, to compare CAISO invoices and CAISO settlement statements, to perform EIM sub-allocations portfolio allocations, and to perform customer billing.

The SettleCore – Visual Analytics Module is a dashboard that displays the customer’s EIM data in a single screen for analysis of either the current day’s real-time data in the Real-Time screen or historical days in the Historical Analytics screen (post-analytics). This module graphically displays base schedules, market awards, dispatches, LMPs, unit parameters, and outage information, among other data sources. The customer’s internal meter data is imported to provide a real-time view of imbalance energy (uninstructed deviations), and the solution provides a snapshot of the customer’s PNL in the EIM.
