Arizona Public Service Company Reaps Significant Benefits Managing Complex Third-Party Contract Settlements Using PowerCore™ Contract Billing

Post Go-Live Update: City of Redding Implemented the Bid-to-Bill PRSC EIM (Merchant) Functionality in the Power Settlements SettleCore Solution


Glendora, California – The City of Redding (“REU”) successfully implemented the Power Settlements (“PSCS”) comprehensive suite of front-office products, including SettleCore ISO Bidding, ISO Scheduling, Trade Capture, Etagging and Delivery/Position Management modules, and Visual Analytics and back-office Settlements modules, in the CAISO’s Western EIM on March 25, 2021. In the Western Energy Imbalance Market (“EIM”), REU utilizes SettleCore for their PRSC (merchant) bidding and scheduling submittals, analytics, and settlement functions. Glendora, California – Turlock Irrigation District (“TID”), which is a community owned, not-for-profit irrigation water and electric utility in central California, has gone live in the Western Energy Imbalance Market (“EIM”) with the Power Settlements (“PSCS”) SettleCore system, including both Visual Analytics and ISO Settlements operations.

PSCS’ Visual Analytics Module dashboard provides a 360-degree view, which displays the customer’s unit and portfolio performance in each 5-minute interval. Data points out-of-the-box include market schedules, ISO dispatch target, demand forecast, locational market prices, internal meter, resource-level generation cost, and customer profit and loss calculation (PNL). The Visual Analytics Module includes both a near real-time view for real-time operations and PNL analysis as well as a post-analytics view the following morning. 

TID is also utilizing the SettleCore – ISO Downloader Module for downloading all of its CAISO data and reporting needs, the Shadow Settlements Module for pre-settlement calculation and statement validations, the Settlements Analyzer Module for comparing any two Settlement statements to each other and drilling-down to the most granular billing determinants, and the Allocations Module for re-creating a settlement statement at the resource-level for all resources within the portfolio, including the charge code, time interval, quantity, price, and amount.

Four New Western EIM Members Successfully Go Live on the Power Settlements SettleCore Platform


The Western Energy Imbalance Market (EIM), which launched in 2014, is a real-time energy market in the western United States. The EIM increases grid reliability, allows for efficient dispatch, and reduces the cost of serving load. Currently, the EIM has 13 active members and 8 more pending.

  • A single platform used by the BANC Entity Scheduling Coordinator (EESC) administrator and the Participating Resource Scheduling Coordinator (PRSC) BANC members including the Sacramento Municipal Utility District (SMUD), City of Redding, City of Roseville, Modesto Irrigation District, and the Western Area Power Administration – Sierra Nevada division.

  • The SettleCore system provides BANC’s members the ability to view their PRSC data and to view and download their EIM Sub-Allocation statements and invoices.

  • BANC’s administrator utilizes the SettleCore system to perform the EESC back-office functions including Shadow Settlements and ISO Settlement Statement Validations, EIM Sub-Allocations, Contract Billing, and Reporting.

  • BANC members are able to perform Real-time and Historical PNL Analytics for front-office operations via the Visual Analytics Module.


City of Redding (REU)


  • REU implemented the SettleCore system modules that perform their PRSC Merchant front-office and back-office operations including, Bidding, Scheduling (BSAP and SIBR), E-tagging, Trade Capture, Position Management, Meter Data submissions, Shadow Settlements and ISO Settlement Statement Validations, and Reporting.

  • REU users are able to perform Real-time and Historical PNL Analytics for front-office operations via the Visual Analytics Module.
